The Kaohsiung City is the largest industrial and commercial harbor city in Taiwan. Down to the end of December 2011, there were 6,499 factories registered, 105,643 cases of commercial registration, and 75,048 companies registered. And the public open markets at 49 places were being governed. In order to solidify the industrial development of Kaohsiung and increase the international competitiveness of the City, Economic Development Bureau of the City Government actively assists the traditional businesses of the City to perform transformation and upgrading, promotes newly emerged technological industries and expands marketing of the City and business solicitation so as to increase business opportunities and facilitate economic development of the City.
1. In the aspect of promotion of economic development, marketing and business solicitation:
(1) Promotion of economic development
a. In 2011, there were 115 cases of new investment and capital increase submitted from the Export Processing Zones in the districts of Kaohsiung City, with a total amount of new investment and capital increase at NT$862 million.
b. In 2011, there were 169 investment cases approved to start business in the existing area of Kaohsiung Software Park. The total capital accumulated from the approved businesses in the Park was NT$284.68 million. There were 142 companies having finished company registration procedures.
c. In 2011, there were 18 cases of new investment and capital increase submitted from Kaohsiung Park of the Southern Taiwan Science Park, with a total amount of new investment and capital increase at NT$9.3912 billion, and a total employment number of 4,788 people. In future, it is expected to provide 2,696 employment opportunities.
(2) Active overseas marketing and business solicitation
a. Visiting trip to Japan on Mar. 1~4, 2011: Visiting the Headquarters of Ichiba Market, Sony Life Insurance Co., Ltd., Hitachi Ltd., Chuo Shoji, Ltd., Kitakyushu City Government and Asia Low Carbon Society.
b. Joining local firms to participate in “Taiwan Trade Fair in Nanjing 2011” on Sep. 15~18, 2011: The City Government, together with nearly 30 famous branded firms of Kaohsiung, participated in the Fair activities held by Taiwan External Trade Development Council (TAITRA). Within the 4 days’ Fair period, 350,000 man-times were attracted to come to the venue.
c. Joining “Investment and Trade Visit Tour” in India on Feb. 20~26, 2011: The City Government joined India Business Attraction Meeting held by Council for Economic Planning and Development. In this trip, half-day information meetings were held in different cities. Visits of important industrial and commercial organizations as well as famous enterprises in different cities were also arranged.
d. Taking part in “Kyoto Taiwan-Japan Business Cooperation Forum” on Dec. 6~7, 2011: We flied to Japan to attend “Kyoto Taiwan-Japan Business Cooperation Forum,” in which 9 government departments and 44 enterprises from the private sector participated. The City Government took part in the activities of 2 groups, “Biotechnology and Medical Treatment” and “Cultural Creativity and Digital Contents.” Discussion and idea exchange were made through visits of the Japanese enterprises and relevant corporations.
(3) Striving for great investment, development and establishment of factories:
a. Kaohsiung investment case of Rhythm & Hues Studios (R&H): On Oct. 30, 2011, R&H and the Mayor of Kaohsiung City signed a Memorandum of Understanding (MOU). R&H shall station at Pier 2 Special Zone to establish a Hollywood visual and special effects center (R&H VFX Studio).
b. Investment case of Kaohsiung Software Park by Hon Hai Precision Industrial Co, Ltd.: On Dec. 1, 2011 the groundbreaking ceremony was held. At the first stage, the investment was expected to create 500 employment opportunities. The entire case would create 3,000 employment opportunities.
c. Kaohsiung investment case of HuHu Studio: At the early stage, HuHu Studio would investment NT$60 million on establishment of a research and development (R&D) center in Kaohsiung Software Park. It was expected to provide about 200 employment opportunities.
d. Case of assistance for Lee Chang Yung (LCY) Technology Corporation’s investment on expansion of copper foil factory: LCY Technology Corporation will invest on establishment of an electronic-use copper foil manufacturing factory in Siaogang District. The investment will be divided into two stages. The investment amount was NT$8 billion, and around 350 employment opportunities would be offered.
e. Investment case of COSTCO: COSTCO invested NT$1.2 billion to open a North Kaohsiung spot. On Aug. 24, 2011 it was officially opened for operation, providing employment to 430 people.
f. Investment case of Advanced Semiconductor Engineering Inc. (ASE Inc.) in Nanzi 2nd Park: ASE Inc. was expected to invest NT$28.23 billion for two-stage construction of advanced packaging testing and manufacturing, and establishment of a research and development (R&D) laboratory center. It was expected to create 7,300 working opportunities.
g. Investment case of Lee Chang Yung (LCY) Chemical Corporation in Nanzi 2nd Park: LCY Chemical Corporation was expected to invest NT$2.4 billion to establish Corporate R&D Center for research and development of new green-energy technologies, including solar energy, wind power generation, LED, environmentally friendly tires and biomass energy. It could create 500 employment opportunities.
(4) Holding diversified marketing activities, and facilitating businessmen’s willingness to invest:
a. Editing of printed business solicitation handouts: The business solicitation handouts, “Invest in Kaohsiung, Access the World” compiled the introduction to investment environment in Great Kaohsiung, each of the development parks in the City, major business investment cases and the special offer methods provided by the City.
b. Maintenance of Kaohsiung City business solicitation website: Regular e-news in Chinese, English and Japanese were posted on the website, providing enterprises of the City with the latest economic and trade information.
c. Asia Pacific Cities Summit 2013
In order to strengthen international exchange with Asia Pacific cities, the City Government formed a team to go to Australia on Jul. 6~8, 2011 to take part in “Asia Pacific Cities Summit (APCS) 2011” held in Brisbane. Kaohsiung City successfully achieved the right of holding the Summit in 2013.
(5) Establishing a single window for making business solicitation, and assisting in overcoming the investment obstacles:
All the investment cases were collected by a single window for handling and implementation by Economic Development Bureau. For those important investment cases, they would be handled by the Action Office of Economic Development Advisory Conference, together with other related bureaus and departments. For those affairs involving cross-bureau/department negotiation, they would be passed to Review Meeting for making negotiation and problem solving.
2. Promotion of industrial service
(1) Implementation Plan of Kaohsiung City Local Small Business Innovation Research Program (Local SBIR)
From 2008 to 2011, 272 research and development (R&D) funding plans were cumulatively approved in Great Kaohsiung Area, with government subsidies offered amounting to as high as NT$194.99 million, bringing in contribution of R&D fund NT$478.44 million, and deriving an output value of NT$321.12 million. There were 125 products having achieved patents, and two of them obtained bronze price in Paris International Invention Expo 2011.
(2) Kaohsiung City Small Business Care, Guidance and Assistance Plan
Scholars give guidance and assistance to enterprises twice every month. The City Government had pushed through 10 cooperation cases of R&D and technology transfer, technical and professional services, business matching, matching of technical partners, fund matching, industry-university cooperation, and small-sized industry-university cooperation of National Science Council, and also 3 cases of local SBIR plan, with a total of 13 cases. Relevant subsidy funds with NT$15.27 million were obtained from the government.
(3) Kaohsiung City Government Small business Commercial Loan
From the official acceptance of loan cases on Feb. 3, 2009 to the end of 2011, 30 meetings were held by the examination board. There were 609 cases submitted, with 426 cases approved, and the total loan amount at NT$151.09 million. Besides, the City Government listed green energy industries as the newly emerged industries to be promoted strategically. Solar photoelectric industry was even taken as a development target prioritized for promotion. Solar photoelectric system has high self-liquidating degree, so that this industry was accepted as the applicable targets of the Loan. The loan amount was increased to NT$7 million maximum.
(4) Guidance and Assistance Plan of Small Business e-Diagnosis and Innovative Application Demonstration
Guidance and assistance were offered to the small businesses of the City to improve their internal electronization abilities, help them conduct e-operation and strengthen their information application in order to enhance their business competitiveness and operation performance. In-depth e-interviews were made with 106 small businesses. There were 32 small businesses receiving short-term e-diagnosis guidance, and 2 small businesses receiving special case guidance of innovative application demonstration.
(5) Local Industry Development Fund
“Guidance and Assistance Project for ’Fongshan City Gods Come Alive' Featured Industries in Fongshan District, Kaohsiung City in 2011” was implemented from Jan. 3, 2012 to Jul. 15, 2013. Through planning, e-technology was imported. Smart tour guides were offered to introduce temple culture, the old shops around, souvenirs, representative local gifts, and ritual and worshipping ceremonies. Guidance and assistance were also given to local features shops to help improve their operation.
(6) Overall Evaluation Plan of National Construction Projects
From Council for Economic Planning and Development, Executive Yuan, the Bureau strove for subsidy of 2010 Overall Evaluation Plan of National Construction Projects in order to carry out the entrusted project “Kao-Kao-Ping Marine Technology Industrial Evaluation Plan.” It was planned to combine the R&D energies of colleges and universities in Southern Taiwan with the units having marine environmental science and relevant engineering techniques, and extend the exploration of business opportunities in future development of marine-related industries and products.
(7) The City Government provided industries with guidelines of transformation towards the “green energy,” “ecological,” “technological,” “cultural” and “natural” directions. Focusing on target industries, four forums were held, with the themes of “low carbon, clean energy,” “cultural creativity, tourism,” “logistics industry” and “quality agriculture.”
